Following a brief but dramatic choral intro, British Sea Power’s third album swiftly goes about answering its titular query in the affirmative. Bearing the serrated edges of their early singles, “Lights Out for Darker Skies” and “Atom” fuse post-punk urgency and garage-band scrappiness—all needling guitar riffs and gut-punching rhythms. But that adrenaline boost also drives them to ever-grander gestures: “Waving Flags” is an ecstatic, anthemic celebration of newly arrived immigrants; “Canvey Island” is a stirring, string-swept account of a fatal flood.
